Site Preparation
Before mine reclamation efforts begin on a site, preparatory work
will commonly be required. Preparatory work may include, but is
not limited to, grading, clearing, grubbing, marking, development
of staging areas, debris removal, amendment stockpiling, access
road construction and hydrologic control feature installation. The
timing of site preparation tasks should be specified in design documents.
Agency oversight may be required for site preparation tasks in addition
to principal tasks occurring during site remediation.
The unique features encountered within each design area will dictate
the appropriate level of site preparation. Clearing and grubbing
include removal of all surface objects, brush, roots, and other
protruding obstructions not designated to remain including all trees
and stumps marked for removal. This work shall also include the
preservation from injury or defacement of all vegetation and objects
to remain. While in some cases it will be appropriate to obliterate
all existing vegetation in favor of adequately treating the soil,
in other instances surficial disturbance shall be limited in favor
of preserving existing vegetation. Grading should be initiated to
remove or reduce rills
and gullies which limit the safe use of tractors and other equipment
or to preferentially drain water in a particular direction. Removal
of debris should be accomplished prior to remediation. Disposal
of debris should be performed consistent with the type of debris
encountered and should be hauled to an appropriate landfill.
