Institution Control (IC) Plan
The Institution Control (IC) Plan may include access control, deed
restrictions, grazing management plans, development right restrictions,
or other mechanisms to prevent human exposure to chemicals of concern
(COCs) following remediation and to prevent degradation of the integrity
of the ecological conditions invoked by reclamation activities.
Fencing, gates, and locks will often be necessary at reclamation
sites after project construction has been completed. The type of
fence installed would presumably follow standard specifications
and correspond with landowner wishes. Appropriate signing of remediated
property should be considered. Access control points (i.e. gates)
should be marked with restrictions that apply (i.e. restrictions
to public access) and locked as necessary.
